The latter indicates a situation where not only war but also structural violence such as poverty, oppression, and discrimination do not exist. I expect that Dr. Galtung would no doubt criticize the term “positive pacifism,” a pet phrase of Mr. Abe which makes the military a higher priority, as a “distortion.”
